The Fleming Town Council met for its regular monthly meeting on Tuesday, March 17 at the Town Hall in Fleming. The meeting was called to order by Mayor Sue Einspahr at 6 p.m. The following council members were present: Stefan Betley, DeeAnn Christopher (arrived at 6:04 p.m.) Nancy Glaspie and John Stone. Pam Harms and Ken MacCrone were absent. Guests included Dana Mekelburg (arrived at 6:05 p.m., left at 6:34 p.m.) and Rob Hobbs (arrived at 6:13 p.m., left at 7:19 p.m.).

Additions/corrections to the agenda: Betley asked to add recycling containers to Discussion Items. A motion was made and seconded to approve the agenda as amended, all voted and the motion passed.

Public Comment: Mekelburg said the Library will be open Tuesday through Thursday from 10 a.m. until 2 p.m. for pickup or drop off of books and other materials. This schedule will continue while the school is closed.

Consent Agenda: a motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.

Treasurer’s Report: Gorman stated the General Fund contained $82,593.89, the Electric Fund $89,326.45, Water Fund $72,287.37, Sewer Fund $-39,886.40 for a NOW account total of $204,321.31. The MMA balance is $2,535.07 and the CTF balance is $7,762.50 for a total of $214,618.88 in all accounts. Gorman said Hobbs feels that eight yards of concrete will be needed for the ramp and a corner access at town hall to meet the ADA standards. A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

Clerk’s Report: The appreciation supper is cancelled because Bully’s is closed due to COVID-19.

Electric Report: Beck said the two electric outages were not related. The first outage was due to a hot wire that tripped a fuse and the second was due to an animal that crawled into a transformer and burned it up. Beck and the crew will finish the electric at the sewer ponds this week.

Water Report: Beck had to purchase a booster pump for the main well chlorinator. Hobbs is ready to take his operator’s license tests for water and sewer.

Sewer Report: The construction of the sewer project is nearly completed.

Streets: Hobbs replaced the street signs at the cemetery. Beck said he will start replacing the street signs around town as needed.

Health and Safety: The Council is asking people to limit traffic in the town hall. Contact may be made by phone to assist anyone or to set up an appointment. Utility payments can be placed in the gray drop box by the front door. The Council also requested that residents provide help to others in the community and watch or contact their neighbors if they believe assistance may be needed. The Council believes this is a time when the people living in Fleming need to take care of each other.

Parks and Recreation: The youth soccer leagues are starting. Practice will be at the North Park.

Fleming Fall Festival will take place on Saturday, Sept. 12.

Hobbs will contact the Game and Fish Department to see if there is a way to reduce the moss in Jeff’s Pond.

Action Items: A motion was made and seconded to accept the first reading of Ordinance #2-2020 and have the Planning and Zoning Committee look it over, all voted in favor and the motion passed.

Discussion Items: The Council would like the recycle containers at the community center moved to an area by the Town shop.

Town cleanup was discussed. The Council asked Asfeld to get in contact with Marick’s to set up a day for town cleanup. (As of this printing, Marick’s hasn’t scheduled a date for town cleanup.)
