Fleming Town Council starts annexation process of the Heritage Park & Recreation Area

 

January 20, 2021



The Fleming Town Council met for their regular monthly meeting on Tuesday, Jan. 12 at the Fleming Community Center. The meeting was called to order by Mayor Sue Einspahr at 6:30 p.m. The following council members were present: Stefan Betley, DeeAnn Christopher, Nancy Glaspie, John Stone and Ken MacCrone. Levi Lowe was absent. Also present were Jeff Rice (South Platte Sentinel), Clay Gorman and Michelle Asfeld.

Additions/Corrections to the Agenda: A motion was made and seconded to approve the Agenda, all voted and the motion passed.

Public Comment: None.

Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.

Treasurer’s Report: Gorman presented the Treasurer’s Report. The General Fund contains $124,191.21, Electric $112,165.52, Water $101,261.37, Sewer $109,851.70 for a NOW Account total of $447,469.80. The MMA balance is $2,542.12 and the CTF balance is $11,123.59 for a total of $461,135.51 in all accounts. A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

An audit engagement letter was presented. A motion was made and seconded to hire Lauer, Szabo and Associates to conduct the annual audit, all voted and the motion passed.

Gorman reported that MEAN is looking at different vendors for the electronic smart meters.

Gorman plans to retire in May. The Council discussed some of the qualifications they are looking for in the treasurer position. The position will be advertised in the Fleming Focus, Haxtun-Fleming Herald, South Platte Sentinel, on the Fleming website and in the Colorado Municipal League bi-monthly flyer. Resumes must be received by 4 p.m. on Jan. 29 at the Fleming Town Hall.

Clerk’s Report: None.

Due to Beck being absent, there was not an official Maintenance Report.

Sewer Report: Beck received a letter concerning termination of permit to discharge. All relevant paperwork regarding this permit has been sent to the State. The Town does not discharge at the sewer lagoons so the Town will let the State terminate the permit to discharge.

Streets: The Council discussed snow removal. Einspahr will visit with Beck about their concerns.

Health and Safety: Fire hydrant installation and repairs were discussed. MacCrone will address the fire department to see if they have some funding, they can put towards a fire hydrant.

Parks and Recreation: The Council would like the tree at the cemetery that was damaged in the wind storm in June of 2020 to be removed.

Action Items: A motion was made and seconded to designate the second Tuesday of each month at 6:30 p.m. at the Fleming Community Center as the regular council meeting, all voted and the motion passed.

A motion was made and seconded to designate the Fleming Town Hall (114 N. Logan), the First National Bank of Fleming (201 N. Logan) and the Fleming Post Office (203 N. Logan) as the official posting places for the Fleming Town Council Agenda, all voted and the motion passed.

A motion was made and seconded to designate the Haxtun-Fleming Herald, the official newspaper for the Fleming Town Council Minutes, all voted and the motion passed.

Council Concerns: The Disciplinary Committee consisting of Christopher, Lowe and Betley will meet to address concerns with the maintenance staff.

Executive Session: At 7:11 p.m. a motion was made by Betley and seconded by Stone to enter into Executive Session according to section 24-6-402(4)(e) under the Colorado Revised Statutes for the purpose of discussing positions relative to matters that may be subject to land negotiations, all voted and the motion passed.

At 7:43 p.m. a motion was made by Betley and second by Glaspie to conclude the Executive Session and return to the regular meeting, all voted and the motion passed.

A motion was made and second to start the annexation process of the 10 acres of the Heritage Park and Recreation Area, all voted and the motion passed.

A motion was made and second to accept sealed bids containing a site plan for two acres of the Heritage Park and Recreation Area with the town reserving the right to refuse any and all sealed bids, all voted and the motion passed. Sealed bids must be received by 4 p.m. on Feb. 5 at the Fleming Town Hall.

Upcoming Meetings: Town Council Meeting on Feb. 9 at 6:30 p.m. at the Fleming Community Center.

Adjournment: A motion was made and seconded to adjourn at 7:47 p.m., all voted and the motion passed.
