Christmas Festival date to be set at Fleming TC's November meeting

The Fleming Town Council met for their regular monthly meeting on Wednesday, Oct.19 at the Fleming Town Hall. The meeting was called to order by Mayor Stefan Betley at 6:31 p.m. The following council members were present: Andrew Muller, Cathy Castillo, Bill Langridge, Suzanne Wales and Alex Gapter (arrived at 6:33 p.m.). Bonnie Jackson joined the meeting via conference call. 

Also present:  Lewis Frank, Keith Beck (left at 7:20 p.m.), Michelle Asfeld, Joelle Gapter (arrived at 6:33 p.m., left at 7:19 p.m.), Grace Rossignol (left at 7:21 p.m.) and Samantha Nielsen (left at 7 p.m.). 

Additions/Corrections to the Agenda: Betley requested to move the Maintenance Superintendent’s Report to the Treasurer’s Report position and vice versa.  Hearing no other additions/corrections to the agenda, it was moved and seconded to accept the agenda as corrected, all voted and the motion passed. 

Public Comment: Samantha Nielsen spoke to the Council regarding the Christmas Festival. Potential dates for the festival were discussed as well as possible activities. The Christmas Festival will be discussed further at the November meeting when final decisions will be made. 

Grace Rossignol spoke to the Council about the possibility of a book exchange box in the park. The Council encouraged Rossignol to continue pursuing this opportunity.  

Media Relations Report: J. Gapter spoke to the Council about the need for a master plan for Fleming. She talked about the cost of assembling such a plan and has been exploring potential entities that assist communities in assembling a plan. She also updated the Council on the grant opportunities that are being pursued.  

Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed. 

Maintenance Superintendent’s Report

• Electric: Beck reported on the Advanced Metering Infrastructure meters stating that they have increased in cost by $3 from when the original Letter-of-Intent was signed. 

• Water: Work has been completed to convert Well #1 to the bleach system and Wells 1 & 3 will now be on continuous service due to the shorter shelf life of bleach. 

• Wastewater: Cooler weather and some late season moisture has finally resulted in several inches of fluid in cell 1 at the sewer lagoon. 

• Streets: A few streetlights are being replaced. Several new street signs have been installed. Potholes will be repaired/filled. 

Clerk’s Report: Nothing to report. 

Treasurer’s Report: Frank presented the Treasurer’s Report. It was moved and seconded to approve the Treasurer’s Report, all voted and the motion passed.

Frank also presented the first draft of the 2023 Budget. Following council discussion several suggested changes and increases, it was moved and seconded to approve the first draft the 2023 budget., all voted and the motion passed. 

Health and Safety: Beck would like to install the fire hydrant by CHS/Grainland now that the harvest activity is mostly complete.  

Parks and Recreation: Betley explained that there had been an issue with the product to be used on the surface of the Splash Pad. A new product has been secured and when it is received and weather permits, the Splash Pad surface will be finished. 

A. Gapter did not have any additional information to share with the Council regarding benches to be placed around the Splash Pad. 

Action Items: Resolution #4-2022 — The Council discussed Resolution #4-2022-FAMLI (Family and Medical Leave Insurance) Opt-out. It was moved and seconded to adopt said resolution, all voted and the motion passed. 

DOLA contracts — Betley discussed with the Council the potential of contracting with the Colorado Department of Local Affairs for the purpose of rendering architectural drawings. DOLA contracts were tabled until after the new year. No action was taken. 

Discussion Items: Langridge and Muller will conduct employee evaluations next week and present evaluations at the November council meeting. 

The Council briefly discussed Fleming’s Ballot Question-2P that is on the November ballot. The ballot question asks the voters if the municipal election which is currently held in April of even numbered years, should be moved to November of even numbered years.

Upcoming Meetings: Town Council meeting, Nov. 9 at 6:30 p.m. at the Fleming Town Hall.  

Adjournment: A motion was made and seconded to adjourn at 8:24 p.m., all voted and the motion passed.
