The Fleming Town Council met for their regular monthly meeting on Tuesday, April 14 for a virtual online meeting in Fleming. The meeting was called to order at 6:04 p.m. by Mayor Sue Einspahr. Einspahr then turned the online meeting over to Mayor Pro-Tem Stefan Betley. The following council members were present by online DeeAnn Christopher, Nancy Glaspie, John Stone and Ken MacCrone. Pam Harms was absent. Online guests included Scott Szabo and Jeff Rice (Sterling Journal Advocate).

Additions/Corrections to the Agenda: Einspahr asked to add water outage, upcoming electric outage and Toyota pickup to the Maintenance Report. A motion was made and seconded to approve the Agenda as amended, all voted and the motion passed.

Public Comment: none.

Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.

Old Business: Ordinance #4-2020 was discussed with no issues on the changes that were made to Sections 7, 8 and 9. Christopher would like to see a change to Section 6 (b) adding the word neutered and in Section 6 (c) adding the word unneutered. The second reading was approved. A third and final reading with the changes noted will be on the May Agenda.

Oath of Office: Asfeld administered the Oath of Office to Betley, Christopher and Glaspie. Betley declared a vacancy on the town council.

Treasurer’s Report: Szabo presented the Audit Report. He said the audit went well and the Town is financially solid. He also said water rates will need to be addressed in the future and because of the sewer project, the Sewer Fund will need to be watched for the next two years. A motion was made and seconded to approve the 2019 Audit, all voted and the motion passed.

Gorman stated the General Fund contained $100,930.95, the Electric Fund $59,527.77, Water Fund $71,651.86, Sewer Fund $-2,515.70 for a NOW account total of $229,594.88. The MMA balance is $2,536.07 and the CTF balance is $8,751.45 for a total of $240,882.40 in all accounts. He presented the first quarter year to date budget. A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

Clerk’s Report: Asfeld had not heard back from Marick’s concerning the town clean-up day.

Electric Report: There is a possible power outage planned for Saturday, April 25 starting at 10 a.m. so Western Area Power Administration can address the over voltage issue by lowering the taps to reduce the voltage.

Water Report: A water main break occurred around 2:15 p.m. day of the meeting. After the repair was made, Beck put in a CodeRED call. As a result of the break, the Health Department ordered a 72-hour Boil Water Advisory.

Sewer Report: The contractor working on the sewer ponds believes the new ponds will start being used either later this week or early next week. Substantial completion should be on April 23.

Streets: A discussion on a used Toyota pickup was brought up. The Council gave Beck permission to go ahead and acquire information on the pickup.

Health and Safety: No report.

Parks and Recreation: No report.

Action Items: The Declaration of Emergency was briefly discussed.

A motion was made and seconded to accept Resolution #1-2020-Closing the Town Hall to the public due to the Coronavirus, all voted and the motion passed.

Discussion Items: There was a discussion about a trailer parked on Highway 6. Ordinance as written says it has to have current tags on the license plates.

The council unanimously selected Betley to continue being the Mayor Pro-Tem.
