Castillo appointed to two-year term on Fleming TC

 


The Fleming Town Council met for their regular monthly meeting on Wednesday, May 11 at the Fleming Town Hall. The meeting was called to order by Mayor Stefan Betley at 6:30 p.m.

The following council members were present: Andrew Muller, Bill Landridge, Suzanne Wales, Alex Gapter and Bonnie Jackson. Also present was Melinda Hickey, Sam Wolever, Sr., Joelle Gapter, Mathias Wales, Tola Wales, Cathy Castillo, Michelle Asfeld, Keith Beck (arrived at 6:53 p.m.) and Michael Wales (arrived at 8 p.m.).

Additions/Corrections to the Agenda: Betley asked to add Resolution #2-2022 Appointment to MEAN Board of Directors to Action Items. Also, Betley asked to add District 1, Spring Meeting in Yuma to upcoming meetings. A motion was made and seconded to approve the agenda, all voted and the motion passed.

Public Comment: Wolever addressed the council with a concern he had at the cemetery about a plant getting cut off by the weed eater or mower. Betley will have Beck address the issue with the maintenance employees. Betley felt that this was not a malicious act. The Cemetery Policy regarding decorating graves will be on the town website.

Appoint council member: A motion was made and seconded to appoint Catherine Castillo to the Town Council to fill a two-year term, all voted and the motion passed.

Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.

Treasurer’s Report: A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

Clerk’s Report: Asfeld talked about the three-ring binder she gave the council members.

Electric: Beck reported that the maintenance crew is about done setting poles and stringing wire for the electricity at the Wild Horse Ridge Subdivision. He also stated that there have been three power outages in the last month. Beck informed the council that he is looking into splitting a load of electric poles with another town. He also mentioned that two street poles need to be replaced.

Water Report: Beck followed-up with the Council about the broken fire hydrant north of the school and the fire hydrant that is going to be installed by the cement elevator by CHS/Grainland. He also mentioned that he would like to have Town water at the cemetery.

Sewer Report: Beck reported about the sewer line at the Wild Horse Ridge Subdivision.

Streets: The pothole issue was addressed again, with Beck stating that he would like to get them filled by Friday, May 13.

Health and Safety: The fire hydrants were already discussed in the water report.

Parks and Recreation: Once again the Splash Pad was talked about. A few of the council members will reach out to some contractors in hopes to get some bids for the Splash Pad.

Media Relations Coordinator Report: J.Gapter gave a report on a few topics that were discussed at the Vision Committee that met on Wednesday, May 4.

Action Items: The Council Committees were reorganized; it will be posted on the Fleming website.

The DOLA Concept Study was briefly discussed.

The Employee Policy was reviewed through Section 4. In Section 4, Betley asked to remove bereavement from the discretionary days, stating that an employee shouldn’t have to use their personal days to attend a family members funeral.

The job descriptions for the Utility Superintendent, Assistant Utility and Maintenance Operator and Town Clerk were up for review. The Council would like to update the Assistant Utility and Maintenance Operator to include Ordinance Enforcement. The Treasurer, Town Librarian and Media Relations Coordinator will be reviewed at the June council meeting.

A motion was made and seconded to accept Resolution #2-2022-Appointment to MEAN Board of Directors, all voted and the motion passed.

Executive Session: At 8:44 p.m. it was moved and seconded to go into Executive Session, Section 24-6-402(4)(f) C.R.S. for the purpose of discussing a personnel matter regarding an employee, the motion passed.

At 9:23 p.m. a motion was made and seconded to conclude the Executive Session and return to the regular meeting, the motion passed.

Discussion Items: The Disciplinary Committee will setup a meeting.

Upcoming Events: The District 1 Spring Meeting is May 17 in Yuma.

Town Council Meeting June 8 at 6:30 p.m. at the Fleming Town Hall.

Adjournment: A motion was made and seconded to adjourn at 9:34 p.m., all voted and the motion passed.
