April old-age benefit payments will average about 99 cents more than the March payments. The average payment will be $40.03. However, a $12 deficiency will be deducted because of lack of state funds, making the average payment $28.03. Pensioners who originally are scheduled to receive checks of $12 or less will not receive a check this month.
