Fleming TC holds closed-door meeting followed by vote for full-time employment

 

April 14, 2021



The Fleming Town Council met for a special meeting on Wednesday, March 31 at the Fleming Town Hall. The meeting was called to order by Mayor Sue Einspahr at 6:30 p.m.

The following council members were present: DeeAnn Christopher, Nancy Glaspie, John Stone, Ken MacCrone and Levi Lowe. Stefan Betley was absent but called in by phone. Keith Beck, Justin Hickey and Michelle Asfeld were also present.

Additions/Corrections to the Agenda: none.

Public Comment: none.

Action Items: MacCrone presented the Council with information on a 1990, F350, 4-wheel drive pickup that the Fleming Fire District is considering selling. He thanked the Council for the many things they have done for the fire district, such as waving the water and sewer tap fees, digging in the water and sewer lines, donating the property the building sits on and donating to the fireworks fund. A motion was made and seconded to offer the Fleming Fire District $5,200 for the pickup and giving MacCrone the authority to negotiate for the town.

Discussion Items: Einspahr brought up that in the Employee Policy, there are steps to follow for disciplinary action. Einspahr would like to add to that policy, that if an employee has a grievance, they should visit with their supervisor and try to resolve the issue before getting the Personnel Committee involved. She feels that the chain of command is being side-stepped. After some discussion and input from other council members, no action was taken.

Executive Session: At 6:57 p.m. a motion was made by Christopher and seconded by Stone to go into Executive Session according to section 24-6-402(4)(f) under the Colorado Revised Statutes for the purpose of discussing a personnel matter regarding an employee performance/90-day evaluation, all voted and the motion passed.

At 7:07 p.m. a motion was made by Stone and seconded by Glaspie to conclude the Executive Session and return to the regular meeting, all voted and the motion passed.

A motion was made and seconded to remove the 90-day probation and hire Hickey full-time with benefits and a pay increase, all voted and the motion passed.

Upcoming Meetings: The next Council meeting will be April 14th at 6:30 p.m. with a public hearing at 6 p.m. at the community center.

Adjournment: A motion was made and seconded to adjourn at 7:14 p.m., all voted and the motion passed.
