Audit finds Town of Fleming in good financial condition

 


The Fleming Town Council met for their regular monthly meeting on Wednesday, May 12 at the Fleming Community Center. The meeting was called to order by Mayor Sue Einspahr at 6:30 p.m. The following council members were present: Stefan Betley, DeeAnn Christopher, Nancy Glaspie, John Stone and Levi Lowe. Ken MacCrone was absent. Also present were Suzanne Wales, Scott Szabo, Clay Gorman, Keith Beck and Michelle Asfeld.

Additions/Corrections to the Agenda: None.

Public Comment: None.

Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.

Treasurer’s Report: Szabo presented the Audit Report for 2020. He said the Town is in good financial condition. A motion was made and seconded to accept the 2020 Audit, all voted and the motion passed.

Gorman presented the Treasurer’s Report. The General Fund contains $103,845.47, Electric $155,336.30, Water $107,603.24, Sewer $172,579.67, for a NOW Account total of $539,364.68. The MMA balance is $2,544.20 and the CTF balance is $12,261.38 for a total of $554,170.26 in all accounts. A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

Gorman asked the Council to consider a proposal from CIRSA concerning Uninsured/Underinsured Motorist Coverage Plan at no additional cost to the Town. A motion was made and seconded to accept the coverage, all voted and the motion passed.

Clerk’s Report: Asfeld shared with the Council that the town wide clean-up was a success. Marick’s hauled away 13.74 tons of trash compared to 11.72 tons in 2020. Marick’s charged the Town $1,500 for this service.

Electric Report: Einspahr asked that the utility notices be updated for all proprietary funds and that a late notice be mailed on the 10th of the month to the utility customers assessing a $10 late fee and a disconnect on the 16th of the month at 8 a.m.

Einspahr asked Beck to reroute the electric lines that encroach on a property on Pawnee Street. Beck and the Utility Committee will make a recommendation and take the proper action needed to correct the situation.

Water Report: Beck told the Council that Colorado Rural Water would like him to change his certification. He also said he needs to look at the electric line that leads to the primary well and correct the problem.

Sewer Report: Beck reported that JVA and Velocity came out and did their warranty walk around at the sewer lagoon. There are bubbles showing up under the liner so more weight tubes will be added to the ponds to alleviate the problem.

Streets: Christopher said there may be a possibility that Fleming could receive concrete that didn’t pass NextEra’s inspection at a cheaper rate. It can be used for many purposed projects the town has.

Health and Safety: Beck told the Council he will start spraying for mosquitos before long.

Parks and Recreation: Betley discussed the splash pad and a few location sites.

Action Items: A motion was made and seconded granting Wales a variance to keep the four dogs they had when they moved into Fleming, providing that they comply with the other Town regulations, all voted and the motion passed.

A motion was made and seconded to approve the zoning change for the Wild Horse Ridge Subdivision on the third and final reading, all voted and the motion passed.

A motion was made and seconded to accept the Annexation of the Heritage Museum Park and Recreation Area on the third and final reading, all voted and the motion passed.

A motion was made and seconded to adopt Ordinance #1-2021 approving the Resolution of the Annexation, all voted yes by voice vote, with MacCrone being absent.

The Council asked Beck to get estimates to repair the vehicles the maintenance department wants to keep. The Council also asked Beck to make a list of all the vehicles/equipment the Town could put up for bid.

Discussion Items: The Council asked Asfeld to put help wanted ads in the Fleming Focus concerning a full-time Maintenance position, part-time treasurer and part-time media relations coordinator.

A motion was made and seconded to allow the Town Superintendent to hire a seasonal employee, all voted and the motion passed.

A motion was made and seconded to donate $500 to the Fleming Fire Department for the Fourth of July fireworks, all voted and the motion passed.

Council Concerns: Einspahr read the procedure concerning the proper protocol for an employee desiring to file a grievance and asked the Council for their input. A motion was made and seconded to accept the grievance policy, all voted and the motion passed.

Upcoming Meetings: The employee recognition potluck was held on May 22.

The next Town Council meeting will be June 9 at 6:30 p.m. at the Fleming Community Center.

Adjournment: A motion was made and seconded to adjourn at 8:31 p.m., all voted and the motion passed.
