Fleming Town Council holds special meeting

The Fleming Town Council met for a special meeting on Wednesday, Sept. 29 at the Fleming Town Hall. The meeting was called to order by Mayor Sue Einspahr at 6:30 p.m. The following council members were present: Stefan Betley, DeeAnn Christopher (by phone), Nancy Glaspie, John Stone and Ken MacCrone. Levi Lowe was absent. Michelle Asfeld was also present.

Additions/Corrections to the agenda: Betley asked to add Building Permit calculator and Niyol Wind Building Permit to the Action Items. A motion was made and seconded to approve the agenda with the additions, all voted and the motion passed.

Public Comment: None.

Action Items: Einspahr shared with the Council her frustration about the headline in The Haxtun-Fleming Herald that referenced the Council voting to hire an employee following a closed-door meeting was incorrect.

Einspahr lead the discussion about health insurance. Betley brought up the fact that in the Employee Policy it states that health insurance will be provided for the employee only. Einspahr stated that if the employee wants to add their family to the health insurance policy, the employee can do it, but it will be deducted from their check as a pretax deduction.

There was a short discussion on the maintenance position with the discussion centered around compensation. A motion was made and seconded to offer Lance Williams the Maintenance Position with benefits starting after the 90-day probation period. Christopher abstained from the vote, Glaspie voted no, however the motion passed.

Einspahr brought up goal setting. Stone presented a revised tree trimming bid from Gary Mayhill. Einspahr talked about the revised bid from Camden Goss. No action was taken.

Betley talked about putting a Building Permit Calculator on the Fleming website so it would be easier for people to figure out the valuation schedule. The calculator will be a onetime fee of $190.00. A motion was made and seconded to purchase the Building Permit Calculator for a onetime fee of $190, all voted and the motion passed.

Niyol Wind, LLC submitted a Building Permit for a building project. The permit is granted contingent upon Niyol granting an easement for the sewer line and the fence needs to provide a line of sight to Highway travelers.

Discussion Items: Employee Evaluations were discussed. It was decided that evaluations will be Oct. 8 starting at 8:30 a.m. Evaluations will be 15-minute increments with five minutes between each evaluation.

Stone discussed an issue with the road on Hall Street.

Executive Session: At 7:07 p.m. a motion was made by Stone and seconded by Betley to enter into Executive Session according to Section 24-6-402(4)(e) C.R.S. for the purpose of discussing negotiations or developing strategies for negotiations for employee wages, all voted and the motion passed.

At 7:48 p.m. a motion was made by Betley and seconded by Stone to conclude the Executive Session and return to the regular meeting, all voted and the motion passed.

Betley advised the Council that he received an email qualifying for a 30 percent discount on the Building Permit Calculator. So instead of the calculator being $190, it is $133.

Upcoming Meetings: Town Council meeting on Oct. 13 at 6:30 p.m. at the Fleming Community Center.

Adjournment: A motion was made and seconded to adjourn at 7:51 p.m., all voted and the motion passed.
