Municipal election to be held Tuesday, April 5

The Fleming Town Council met for their regular monthly meeting on Wednesday, March 15 at the Fleming Town Hall. The regularly scheduled meeting for March 9 was postponed due to inclement weather. The meeting was called to order by Mayor Sue Einspahr at 6:30 p.m. The following council members were present: Stefan Betley (via phone), Bonnie Jackson, Ken MacCrone, Andrew Muller and John Stone. Absent was Bill Landridge. Also present were Michelle Asfeld, Keith Beck and Lewis Frank.

Additions/Corrections to the Agenda: Einspahr asked to add ordinance enforcement under Health and Safety, splash pad under Parks and Recreation and additional meetings under Upcoming Meetings. A motion was made and seconded to approve the agenda as amended, all voted and the motion passed.

Public Comment: None.

Consent Agenda: A motion was made and seconded to approve the Consent Agenda, all voted and the motion passed.

Treasurer’s Report: Frank presented the Treasurer’s Report. A motion was made and seconded to approve the Treasurer’s Report, all voted and the motion passed.

Clerk’s Report: Asfeld reported that she has been making the necessary preparations for the Municipal Election. The election will be Tuesday, April 5 at the Fleming Community Center.

Electric: Beck has located a couple of used bucket trucks around the Denver area that he will look at in the next couple of weeks. The maintenance crew will be installing streetlights in the Wildhorse addition. Beck also reported that he has ordered three transformers, but they won’t be here until August.

Water Report: Beck is working on transitioning the well from the current gas chlorine to the chlorine bleach method.

Sewer Report: No report.

Streets: Hickey has started grading streets.

Health and Safety: Ordinance Enforcement was brought up. There are still a few dogs running at large.

There was a brief discussion on fire hydrants. After the maintenance crew gets the chlorine bleach treatment in place, they will flush the hydrants.

Parks and Recreation: Einspahr shared with the Council the name of a possible contractor for the Splash Pad.

Action Items: The water tower exterior renovation contract submitted by Maguire Iron, Inc., of Sioux Falls, S.D., was discussed. It was moved and seconded to moved forward with said contract, the motion passed.

The 90-day probation/evaluation of Steven Asfeld was discussed. Keith stated that Asfeld is proving to be a valuable asset to the maintenance department. After further discussion, it was moved and seconded to end the probation period and provide full-time benefits to Asfeld.

The Snowplowing Policy update was discussed. It was moved and seconded to approve the updated policy, motion passed.

The Distracted Driving Policy was brought to the Council. After discussing the merits of this policy, it was moved and seconded to add the Distracted Driving Policy, motion passed.

Discussion Items: Einspahr reported that Gapter is working on several grants at the present time.

Executive Session: None.

Upcoming Events: Municipal Court will be April 4 at 6:30 p.m. at Town Hall; Fleming Municipal Election will be April 5 at the Fleming Community Center; Town Council Meeting on April 13 at 6:30 p.m. at the Fleming Town Hall.

Adjournment: A motion was made and seconded to adjourn at 7:41 p.m., all voted and the motion passed.
