On March 22, the Haxtun Police Department with assistance from the Phillips County Sheriff's Office, arrested Steven Rosenbalm, 31, Fort Morgan, after he agreed to meet an underage, 14-year-old female with plans on engaging in a sexual encounter.
Rosenbalm was taken into custody without incident. He is charged with enticement of a child, internet luring of a child, attempted sex assault on a child and two counts of internet sexual exploitation of a child. He will be held without bond until advised by a judge.
